Quick answer

  • You may get up to $3,000, or 50% of the cost, whichever is less.
  • The shelter must be at your main home in Alabama.
  • It must be installed on or after January 1, 2026.
  • You must apply in the same calendar year it was installed.
  • The state gives only $2,000,000 total each year, for everyone.

Which shelters count

  • It must meet FEMA P-320 (2021), FEMA P-361 (2021) and ICC 500 (2020).
  • You need a shelter spec sheet with an engineer seal dated 2021 or later.
  • Not sure? Before you buy, you can email the drawings to the Alabama EMA at sheltertaxcredit@ema.alabama.gov to check.

The steps

  1. Before you buy: ask the company for the engineer-sealed drawings or spec sheet (2021 or later).
  2. After it is installed and paid: get an invoice that shows a zero balance.
  3. Gather proof of your main home: a county property tax record, your deed, or an electric bill.
  4. Send your papers to the Alabama EMA through its online form. Do it in the same year the shelter went in.
  5. Get your certificate. If the EMA approves, it sends you a tax credit certificate. Keep it.
  6. Claim it with the Department of Revenue first. Go to My Alabama Taxes and pick "Submit an Individual Credit Claim." You do not need an account. Attach the certificate. The name must match the certificate.
  7. Then file your tax return. Once approved, report the credit on Schedule OC. Give the certificate to your tax preparer.
Watch out: if you file your tax return before the credit claim, the state says your credit may be delayed or rejected.

Good to know

  • The credit cannot bring your tax below zero. You do not get the extra back as cash.
  • You cannot move it to a later year or give it to someone else.
  • Money paid back to you by a grant or other program does not count toward the cost.
  • The Department of Revenue says the credit runs through the 2028 tax year.
